Can I get higher lvl. light/heavy armor without smithing, or should all characters who want higher quality have some of these skills?

Yes. I've found glass and ebony armor/weapons in quite a few dungeons at higher levels (30-40).

I guess smithing allows you to get them earlier then you would normally

I would suggest allocating a few perk points into it otherwise you wont be able to 'up' them..

I found a Forsword Briarheart duel-wield Ebony Swords at level 26 on my thief.

To bad his main weapon type is daggers.

Yeah you can it also depends on your level or Combat Rank, if your lvl 30 and all it is, is invested in is crafting skills, drops for high level gear is going to be odd.

I've found Daedric gear as loot.

Smithing just makes it so that you can create it yourself, but patience and dungeon diving will also yield to you the same thing, along with lots of other stuff to sell off for more gold in your pockets.

You need smithing to improve weapons and armor, though, and doing so massively powers up both.

I found Ebony Chest/Greave and Shield slots inside chests. My mage was only level 25, gave it to Lydia to wear, she looks very smexy in her new digs.

Wierd. My char is level 53 and I've found only one dragonic armor part. Nothing else, just ebony and even worse armors. :(
