Until 1.4 came out, I was playing unpatched. I was unable to complete what I believe is the last half of "Rise in the East", more specifically, giving the logbook to Orthus. When I go to his room, I'm forced to pick the lock. For the longest time, my lockpick would break and I'd get fined or thrown in jail and I'd have to walk back down to the door. That or fight off all the guards. Eventually, I was able to attempt to pick the lock repeatedly after my lockpick broke without raising my bounty and getting a guard nagging my [censored].

Once inside, I try to talk to Orthus and he tells me "You shouldn't be here!" over and over again. If I don't leave within the first few seconds, he calls for the guards and there they are trying to arrest me or kill me.

I've attempted this quest countless times over multiple different playing sessions. So my PlayStation has been powered off and reset plenty of times in between my first attempt and my last, which was about 20 minutes ago, after patching 1.04, manually saving, and rebooting. I've Googled issues with this quest, but there doesn't seem to be any. I have no idea how to complete this quest now. I've verified I have Suvaris Atheron's logbook in my possession.

It's been so long since I obtained the logbook that I forgot exactly how and why I obtained it, but I know I obtained it because of the quest, so I don't believe it's one of those situations where you obtain an item by raiding a dungeon only to find out you need that item for a quest later on. This makes me believe it's a glitch, but if it were I'd think other people would be reporting this. Any tips/pointers?

I'm going to bump this up one more time just so somebody might be able to see this and throw out some suggestions.

Sounds like your trying to finiish the quest at night if your lockpicking his door, try completing it during the day and if that doesnt work you might have to wait hour by hour until he comes out so you can hand the quest in.
