Is it possible to kill every other person in the game ?

I know this is a silly question but I always wondered if it's possible.

You wish (well, I wished at least).

One word: respawn. I believe MOST O-people are NOT respawnable, so if u keill Gallenticus Andropotinapolitus, he will not respawn. But imperial guards will, Adoring Fan will, many others will, preventing Cyrodill from becoming a ghost town.

Not possible.

Quite a few NPC's are essential and cannot be killed.

Generic NPCs that do not have a proper name will respawn (Legion Soldier, Anvil Guard, Courier Rider, Legion Forester, etc).

Generic humanoid foes (marauders, bandits, conjurors, etc) will also respawn.

Many named NPCs can be permanently killed, rendering Cyrodiil quite the bland, boring place.

Nope. The useless essential system they decided would be good prevents this. And respawning guards just prevent you from having the place to yourself.

Damn those immortal imperial gaurds. It would be cool if you could kill off all of the gaurds.

If you're on the Pc and have the Constuction Set, you should be able to set them to not respawn.

The guards are boring anyway. All they want to do is hassle you every time you do one little thing wrong.

Yes, I love Oblivion, but sometimes I would like it to be more like a Saints Row game where the alert on you eventually just dies down (or Fallout 3 where you could go back to a settlement after a few days and all would be normal). I often reload saves when I accidentally hit someone in combat (or steal without realising it - because the red indicator wasn't there) because I can't be bothered with all the "stop lawbreaker" nonsense (no matter that you just close a Oblivion Gate outside their city or something). I hate when sometimes you have a bounty and aren't quite sure why and fighting them, paying it or going to jail all have their share of further hassles. When I'm finished playing for the night though, after saving, I enjoy just going on a little killing spree or using a frenzy spell to cause some trouble in various locations. I'm getting very good at killing some guards with my bare fists (but I would regret all the dead characters that wouldn't be around anymore if I saved that particular part of the game).

Sometimes for even less reason. My "pacifist" character was attacked by a bandit archer outside Skingrad, and ran to the guard at the gate for help. The guard proceeded to arrest her for her evil-doing (She had a bounty of 0!), and confiscated her "stolen" property -- the three arrows the bandit had stuck in her back! :facepalm:

Damn right!! The Imperial City only has about 20 people as it is. :stare: Why would anybody want to drop that number to 10?
