Is it possible if to max perks in all the skills?

If you go the Legendary route, then you will have enough levels to get most, if not all the Perks.

Explain this process to me

When a skill hits 100, you can make it legendary. This resets the skill level to 15 (or whatever your character started at) and you get all the perk points you put into it back to spend on something. You can then level the skill back up, thus leveling your character's level up and recieving more perk points to spend (and giving you more magicka/health/stamina).

I know all this but can i say for an example reach level 200 and receive 200 perk points?

Yes, if you have the patience to get up that far.
