Not possible with console commands. Even then, the NPC probably doesn't have any marriage related dialogue.

We must try! We just gotta spawn another Nocturnal with the command player.placeatme 0001A2CF and then add her to the potential marriage faction with Addtofaction 19809 1 and then boost up her disposition with a command which I forget.
