Maybe ZScreen works by sending a keystroke to the OS. If that is so I would assume what happens is:
ZScreen captures Ctrl+Print Screen, Sends a Print Screen keystroke, TES CS captures print screen keystroke and preforms action (Which is something to do with making a noise for some reason). Where as if ZScreen isn't running, the Ctrl is not captured so the TESCS doesn't do anything for Ctrl+PrntScreen
A random guess, and I am not digging through 1000s of lines of source to find out.
