Hey guys! I'm having a ton of issues with my Windhelm on my Imperial file. I've completed the Civil War, and everything seemed to work. However, upon coming back to Windhelm later, all the Jarls, stewards, and housecarls that were removed from power are sitting at the table in the Palace of Kings eating. Additionally, while Captain Lonely-Gale has taken over Stewarding duties (as he should), Brunwulf Free-Winter is not realizing he's the new Jarl (he's walking around like he does before, and doesn't have the Jarl title). Most of the fixes I've read either involve Fus Roh Dahing all the people who shouldn't be there and then fast traveling from and to Windhelm, but that doesn't fix it for me. Additionally, doing Blood on the Ice doesn't fix it either. :\ Additionally, there's 0 guards in the city. Absolutely no Imperial Soldiers are stationed here.

I've reloaded a save from before I did the Battle for Windhelm (was a save where I was doing the Battle for Fort Amol), and the issue keeps popping up regardless. Any help would be greatly appreciated. :[

I've had similar problems with the Imperial garrison at Fort Amol. It appeared fine first time, but that file got corrupted and now it refuses to appear after completing the quest.

I've even tried loading a save from before the Battle for Fort Kastav (previous quest), this also does not work.

Bethesda really ought to release a patch sorting out the bugs in the Civil War. Sorry to hear you've had problems too. I really can't suggest anything other than keep re-loading and it might eventually work as it should.
