It has been three years since the first America Convention and two months after the War of Ideas.

Within a year of the first convention war broke out between the Allied Powers (NCR, WCBoS, and House's NV) went up against the Centeral Powers (the Khan Empire, the Holy Midwestern Brotherhood, Caesar's Legion, and the Empire of the Pitt).


This convention takes place in Hoover Dam where there Central Powers and the Allies are trying to work out a permenant solution instead of just an armistice (a cease fire).

The war was pretty equal but within Allied territory.
-The Legion constantly attacked Hoover Dam and Cottonwood Cove after being attacked by House's securitrons. 9,000 for only ten feet of land gained.
-The Legion attempted to circle north of the Mojave to attacked the NCR where they were weakest, through Utah to centeral NCR terrtory. They gained the attention of the warlords of Utah who banded together to form a counsel and rose and army to push them back. Only 500 Legion men died when 13,000 of Utah's men died.
-The Khan Empire tried to take Washington from the WCBoS and succeeded in taking only about three miles of land with the loss of 4,000 men.
-The Pitt joined the HMB (Holy Midwestern Brotherhood) and the Khans in attacking northern NCR territory. Although they didn't gain any land and they all lost about 2,000 men each they managed to burn down several towns and make the NCR's northern frontier dangerous again.
-The NCR launched a counter offensive against the Khans which failed completely after killing 14,000 men, 3,000 from the Pitt.
-House ended up losing 250 securitrons while defending the Mojave. His forces are much weaker now and he requires people to help him control the Mojave.
It ended after two years with both sides in economic and politcal turmoil.
-The Pitt is suffering from a recession and they are looking to expand their lands for more resources.
-Every faction has losted much public support and each of them are in some sort of economic trouble.

-Food shortages are not uncommon in some areas of each faction.

Many died within that timeframe including Ishmael Ashur's wife (he has fallen into a Max Payne-like depression), Lanius, the new Caesar, was assassinated (being replaced by a group of stricter generals), Papa Khan died of age (replaced by Regis Khan), and at least 300,000 civilians and soldiers on both sides died.

OOC: Oh i almost forget to tell you that the Khans have a small fleet of Bell 214 helicopter and a small airforce of planes(This was before you came in) and that after the war, the Khans have been know to make the best quality drugs in the wastes due to of there heritage.

It's in between Allied and Central Territory and it's what everybody was fighting over about seven years before.

Tzardom of the Mutants

Leader: Tzar Fawkes

Territory: Controls New York, as well as Florida & eastern sliver of Georgia that goes as far west as Augusta and South Carolina, also has communities throughout America states that live in hiding within the central area if they have not yet been exterminated
Technology: varies depending on location but gained a boost from its friendship with the commonwealth and control Shaw air force base (old 3rd US Army HQ)
Military strength: Powerful, Mutants are dangerous opponents. Numbers are Unknown, but all Super Mutants are in the army while the ghouls serve as workers and maintain the supply lines. There is a contingent of human soldiers ( humans that live in mutant controlled land) that are part of the Intelligence service to infiltrate enemy positions

Although Fawkes detest wars he is forced to act on behalf of his newly form allies, and to avenge the mutant holocaust brought about the central powers. Although the mutants had a democratically elected government it fell to disarray and Fawkes took control and creating an empire fashioned after tzarist Russia. Fawkes led a contingent of Behemoths out west where he met the Legate and his forces. After a fierce battle Fawkes and the Legate fought, in the process Fawkes lost his left arm to the Legate. While in massive pain he grabbed a nearby magnum and shot the Legate's chest puncturing his left lung. Although dying, the Legate wasn't about give up and made one final thrust cutting Fawkes right leg. The Mutants were in disarray and began retreating. the remaining Behemoth's carried Fawkes to NY were commonwealth scientist were able to attach cybernetic limbs. Although, this was good news for Fawkes, he would never be the same gentle giant, but awakened to the truth of human nature.

Due to the retreat the enemy was able to capture Louisiana and much of Georgia. The battle-lines of Georgia are only kept thanks to the domestication Swamplurks and giant alligators of Florida for the use of fighting. A large contingent of behemoths were dispatched to the Capital Wasteland to ensure that his brotherhood allies borders were kept safe. Problems arose when it came time to mobilize forces out west to the Mojave, but that proved unnecessary since the NCR established mutant friendly policies due to the Alliance. Marcus was chosen to lead the western mutant faction, and the use of Black Mountain radio relay was vital in maintaining communication with the East.

Dr. Alice Swift - FoA Leader

Dark circles under Alice's green eyes spoke of the long nights she had spent trying to help bring a measure of normalcy to the people of the Mojave. The War was another set back and had taken its toll on families and friends.
She wore her read hair pulled back into a pony tail. Her face showed a hardness that wasn't there 3 years ago, yet there was also a confidence in her step when she marched into the conference room, dressed in combat boots, fatigues, a simple shirt and a dark leather duster that barely concealed her plasma pistol. Flanked by two Paladins, who where assigned as her personal guard, she entered the room and took her seat. The Paladins took a step back, and surveyed the room.

She turned to her guards and said, "Guess we are the first to arrive. I can't wait to see who else will show up and what these "gentlemen" will cook up this time," she reached into her pack and pulled out three bottles of water. One she placed on the table in front of her and then she tossed one to each of the Paladin's.

Ambassador Vulcan- Neo Legion

Vulcan, years older and wiser, walked into the conference area and took his seat. The conference hall was still empty and Vulcan couldn't help but take sometime to reflect on the last few years. He still wore his Centurion suit, only with a few new additions like a medal from a group of tribes in Utah and even a bit of glass from one of House's securitrons, although in truth that kill had more to do with the MWBoS than Legion but he had found the broken securitron down securitron none the less.

As Vulcan thought more he couldn't help but realize how hopeless the whole war was to begin. Instead of dealing with the fools to the West the Legion was meant to start aknew under Legate, spread South and restrengthen itself. Instead the Legion only became more divided and now only stood to service the wants and needs of it's top crop of Generals back in Flagstaff. Not that Vulcan complained much considering he lived in the Palace of the Gods most of the year.

In any case Vulcan was ready to end the West-East war, re secure Legion lands and start the Southern Expansion that should of started years ago.

Dr. Alice Swift - FoA Leader

Alice almost choked on the sip of water, when she noticed Ambassador Vulcan enter without a word. He must have been deep in thoughts, not to notice her or her guards.

"Ambassador Vulcan," she simple said with a nod of her head in his general direction.

*Ashur stumbled into the convention room a broken man. His wife was assassinated during the War of Ideas which had lead to him putting his second in command in charge of the last six months of the war. For over a year he was never seen in public, he was locked in his tower in the Pitt the whole time. He drank heavily throughout that time and is still drinking heavily (thus the stumbling). His advisors thought it would be best for him to travel away from the Empire of the Pitt with the civil unrest and the current revolution. He made his way to Hoover Dam over the course of about eight months, barely feeling alive.*

Greetings everybody. We-we're here to discuss a way to stop another war like the War of Ideas from occuring again. *He said in slurred speech before sitting down at one end of the table.*

We're in a recession, Philly has declared independance, and we're on the brink of an all out civil war. It would've been easier but since my wife died things have just been more... Challenging to deal with.

Vulcan fully saw HK-47 enter the room but his ludditie ways prevented him from starting a conversation or greeting him.

"I don't care how many energy weapons and stimpaks we use, " Vulcan said to himself, "I refuse degrade the Legion to getting help from robots."
