Culture: Militaristic, 45% military, %55 percent slaves. Also has civilians living in Legion lands
that do not neccessarily count as Legion. Minor taxes are enforced and the civilians must obey a Legion order. Roman modeled. civilians are free to do what they wish, slaves work till death or freedom through arena combat (very rare).
Military: Very large land force, medium-small navy, small airforce. Pluto warheads are present in many places. Soldiers don't surrender, morale is excellent along with training, drilling, and obeying orders. Legionaires are trained in war from birth till death, focussing on nothing but drilling, training, and killing, other lives are not present. 65% of Legion made goods are focussed on military. Soldiers are both human and Aztian. Only male soldiers. Arguably the strongest army in the world (does not include navy or airforce).
Tech: Average. Civilians have whatever tech they can afford. Military tech is average. Besides Apollo weapon systems and the Pluto virus the military tech is compromised of normal low-mid tech weapons and communications. The Legion has the ability to manufacture APCs, sparrows (small one man planes), moto-chariots, swords of the sea (destroyers), frigates, and some older humvees.
Summary: The Legion is a large empire built on the backs of POW slaves. The Legion serves under Caesar (Orion Vicente) and follows him to the death. The Legion religion is composed of the ancient Roman gods, largely focussed on the all god Mars, believing Caesar to be his son. Small remnant of the Aztian religion have also made their way into the pantheon. The Legion claims no ownership of the people living in their lands, having no "civilian" class, just soldiers and slaves. The Legion also contains a very large amount (40%) of Aztian slaves and soldiers.
The Legion is part of the large "Ordinem Pact" and are allies with all participants, along with Ronto and Vegas. The Legion has a deep hatred for capitalism of all sorts, particularly loathing the USA, believing that they are their new antitheses. The Legion is highly militaristic and thrive in times of war, almost depending on it for survival.

Month 1-4: business continues as usual, African slaves continue to pour in and Caesar dedicates even more slaves to plantations. New Rome starts to be further fortified, counter missiles and force fields being brainstormed. Another Vicente, Toren, enters the high council, earning the position fairly, not through his father.
Month 5: Yet another unknown assassination attempt is made on Caesar's life, this one coming very close. Caesar orders a third purge of the high council, killing anyone thought to be conspiring against him. Hybrid programs are booming, more and more hybrid children are forceably and freely produced every day.
Month 6-8: Apollo weapons are revised again but not much, new experiments are being made on Apollo, this time defensive wise. More attempts are made on Caesar's life. The Whitetower bio-dome makes the city at a bearable 10 degrees ferrinheit all year. More citizens move to Whitetower.
Month 9-12: An assassination attempt takes Orion's left hand and yet another (4th) purge is made against the high council. Nearly no original members remain, most of them killed off. Expansion in Africa continues, Caesar cares less about the land and more about the slaves and war. South America is now more or less considered the heart of the Legion. Hybrid breeding continues along with Aegis armor development.

Month 9: Orion Alexander Vicente, otherwise known as Caesar, is killed. The Legion erupts in chaos, the assassins are still unknown and multiple claims on the throne are made. Slaves revolt everywhere and add to the chaos. However someone, or rather three someones, emerge and take the throne, stabalising the Legion. The new Triumvirate is made up of three Triumvirs, Stov'kien, past advisor of Orion, Toren Vicente, son of Orion, and Aenero, very
influential, rich, and cunning member of the high command. The three have equal power, working as one.

Government: Libertarian Transhumanism-Republic.
The government of Outer Heaven itself is similar to a Democratic/Liberal Republic but with Transhumanist Ideals influencing it.
Culture: Transhumanism/Cyberpunk.
The Culture of Outer Heaven is mixed, with many different forms of Cultures in response to Transhumanism Movements creating Subcultures of it. Broad Transhumanism 50% while Humanism is 35%. 85% and higher are made up of many different subcultures. Taxes are for Citizens who are part of OH. Civilians are people who refuse to pay taxes but live Low-Life lives. Workers are people who cannot pay taxes, but enter “Corporate Indentured Program” which puts people applying for Citizenship but can’t pay must contribute to the Corporations of 2 years. Higher voluntary work for the Corporate means lower taxes for the individual person for a span of 5 years.
The people live in a futuristic high tech society along with a mix of low life society.
Technology: Very High.
Tech in Outer Haven is highly advanced, focusing on Cryonics, Gene Therapy, Space Research, Cybernetics, Molecular Manufacturing, Mind Uploading, Artificial Intelligence, Biotechnology, and Information Management. Military tech is also advanced.
Military:
The Military of OH is backed by those of the Regulars who are part of the Outer Heaven Military. The PMCT’s of the many PMC Corporations and the Outer Heaven Bio-Organisms. Its Navy is much smaller due to the “split of America”. The Air force is slightly smaller. The Military is 50% Regulars, 30% PMC, and 30% OHBO.
The Regulars are highly disciplined troops and regulates itself similarly to the former AE Military. OHBO are part of the OHM but also have Civilian lives.
PMC personnel range from highly disciplined Corporations to unruly independent Mercs. This alleviates military spending as not the Corporations of the individual have to take care of itself.
The OHBO are part of the OHM themselves, but also live Civilian lives. Manufacturing of them stopped, as now they can reproduce.
Brief Summary: Outer Heaven was formed on 2307 after the 2nd American Civil War. OH is largely composed of many of the Northerners of the former AE, West Africa, Japan Immigrants, Greeks, and Eastern European Immigrants. There are many multiple religions in the OH, as they allow true freedom. They have largely TransHuman ideals.
It is of note that most of the North had only minor damage, and repairs were made quickly after the 2ACW, though much of the damage lies on North Carolina and Tennesee. The OH has no alliances except trade with every other nation. Not much of the other nations know about there new Culture.
While the OH beleives in Neutrality while advancing Humanity, they can be a powerful ally, or.............enemy.

Radec puts more emphasis on the Military and begins simulated war games and rigorous training.

Autarch Mael Radec dies a peaceful death 2 weeks later due to his PTSD condition. Before that, he gives a speech on the warnings on impending war. His and burial ceremony is broadcasted all over the world to see.
The Transhumanist Movement, a small group, skyrockets due to of the Isolation. There beliefs to open up to the world and share there ideals conflict with the Nationalists.
Defense Minister Stratson is inducted as the new Autarch of the AE. He promises to find a solution for Transhumanism to coexist with American Nationalism. Though secretly, he is a Transhumanist himself and begins the “Transformation”.
May:
Tensions with the TransHumanists and Nationalist skyrockets. Crimes based on these rise, and riots break out. It was all a plan by Stratson to destabilize the AE to become a new nation under the ideals of TransHumanism. Fights within the military also occurs. The other nations start to react to this Civil War.

The “Stratson Shock” occurs. Stratson sells Greenland, Iceland, and Svalbard to the Ronto for a huge sum of money. PRB is given full rights to land on Angola. NCR is given the Ivory Coast for also a large sum of money. The Kingdom of Kyushu is handed over to the ROA though, a high amount of Japanese Residents are Transhumanists and have a high base in Core American states.

On October 21st, Stratson actions, he is assassinated. The AE fall into Civil War in all fronts. TransHumanist and Nationalist in AE core lands fight. Eurasia mainly influenced under the Nationalist attacks Greece, which has a high base influence of TransHumanists. Alabama, Mississippi, Georgia, Florida, South and Eurasia have high influence on Nationalists. Doctor Evelyn Batton is inducted as President.

Nationalists take control of the Particle Cannon and fire it upon Charleston and several Transhumans Military Bases. In response, Captain Edward Diego of the ASV intentionally crashes his Tercorien Class Frigate upon the Particle Cannon. The PC falls from Earth’s Orbit, and collides itself on the heart of Africa in the middle of its center. The whole world hears and experiences a large shock-wave. Though, it does not cause damage to the other nations, some of its people die from Shock Induced-Heart Attacks and the center of Africa is left with a large crater hole. The Particle Cannon is no more.

Boston
The city of Bsoton retains a old colonial like feel at the same time with a futuristic feel. All delegates shall arrive at the Boston International Airport and will take a drvie to the Capital Dome while seeing a mix of Colonial/Futuristic Buildings. In front of the Dome is the Commonwealth Square, which is a large park where people congreate. It is also a memorial site for the Siege of Boston where both the U.S and NEC suffered a combined total of 80,000 men. Entering the Great Dome, is large and robotic assistants will lead you to the Meeting Room, which a medium sized room, but comfy and futuridtic with a large tv.
