Proper equipment for NPCs this time?

In MW you could walk around different guild hedquarters and often clearly see who was in the dominating ranks. The Redoran master in Ebony armor, Diviath Fyr had his Daedric and so on. Then in OB you find that every singel member in any faction use very low lvl equipment. The master of the FG was armed with a simple steel longsword, iron cuirass and boots. Well the master in MW had a full set of steel and that was disapointing as well. The high ranking members of a faction should, in my opinion, have good quality armor and weapon no matter the lvl. I rather have them being essential(which they probably will be anyway) or having a unlootable version of the armor(example: Vilena's Ebony Armor) than having them look like they were poor again. I'm not asking that every guild head should use Ebony Daedric and Glass, but that they have better equipment than their fellow members of lower rank.

Do you think about this?

i should hope that there are better npc ranks, and armours to match them more.
i wonder how much bethesda will make super-awesome armours compared to realistic armours that people would wear.
i mean the higher class armours are great, but when you see random high lv npcs with them it makes no sense.
the guilds seems a little more realistic with everyone using normal type armour, but i agree that there should be better armours for higher ranked npcs

They probably made it like that because some of the characters take off their clothing when they sleep and put it into chests, very easy to steal if you've got the Skeleton Key (A sign posted quest at level 10?).

They should just make it harder to steal or have more consequnce for killing them for it, so that you can't easily obtain it through theft unitl your of an equivalent level.

Not too much of the awesome material please. Perhaps the Guildmasters, but the local heads should only have mid quality gear. Stuff they could have collected by venturing out in their active career, a weapon that was once a gift from a powerful guild member or some inherited kit, but not daedric or so.
