Trouble in Daggerfall

What in-game situation is causing this to be said any time I try to speak with someone? I am in Daggerfall City. I can speak to merchants, but anyone else out on the street I get the above message. I just checked my status, and I'm healthy, so it's not a disease of some kind.

I did just get out of one of the "merchant traps". Could that be causing this?

It's most likely your reputation in that region has taken a hit

That would make sense: the merchant "trap" quest that I took by accident does cause you to lose reputation points. Is there a sure-fire way to get them back?

If you completed that quest, your rep should have gotten a boost. Otherwise just do more quests for the related faction.

Reputation gradually moves towards "0" (either up if you are in the negative or down if you are in the positive) each month, I believe. So depending on how bad your reputation hit was you can always move away from Daggerfall for awhile and let your reputation level back out after awhile. Or you could just do more quests, as well.

Actually, if you've been arrested by the guards several times, there's a chance of your legal reputation ("in the eyes of the law of _____") breaking and going to a ridiculous number like -791463. In which case, not only will everyone hate you, but it'll take an eternity for that reputation to break even at 0 again.

Coincidentally I made a http://www.gamesas.com/bgsforums/index.php?showtopic=922240&hl= about this some time ago. Turns out our buddy Ferital made a program that can let you negate this. His program, Dagrep can be downloaded http://www.uesp.net/w/images/Dagrep.zip.

NOTE: This is only in the event your reputation is indeed broken and has plummeted to some ridiculous number. If it's something like -4, it'd be more fun to wait it out and do quests to redeem yourself. :)
