Quick audio questions

Hi .. I want to change some sounds for an NPC. Specifically, voice dialog. Can anyone explain how I can batch convert the mp3 files I have now to wav files that the game will play, and what settings I should use so that the volume of the sounds are normalized and yet consistently loud enough for the player to hear? Thanks very much for any help.

Just thought I would drop in and say that dialog has to be in Ogg Vorbis (.ogg) format, not Wave. (.wav)

Ok, I guess it's not really dialog that I'm looking to replace, it's ED-E's speech files. "beep boop bzzzt" etc. When I unpack the bsa I see they are wav's:
Data\Sound\fx\npc\ed_e\goodbye_sad\npc_ede_goodbye_sad_01.wav .. et al.
I want to replace them, but the files I have are mp3 and need to be converted. I have a lot of them and I was hoping I could do it in a batch. Also, I noticed that ED-E's "voice" tends to be very low in game so I was wondering what would be good settings to convert these with. And what software might make it easier. And should they all be 48khz mono 16 bit or does it not matter?
