Sorry, I was away for the holiday. You can make a new cell to put your castle or whatever on, but you don't need to since there are some unused cells at the edge of the map. Use one of those to place your project. I'm not sure how to create new exterior cells. Each cell has an X and Y coordinate on it. I've never used the Regions editor myself (I learned, to help you).
Make sure you pull down the drop box in the upper left corner.
Pick Tamriel and all the colored boxes it shows will represent the regions on the map. Right click on the region name list and pick, "new region". Give your region a name and color. To move the grid map around, move your mouse over it and hold space bar then move your mouse (One of the regions on the left must be selected to do this). Now you know how to look at the different parts of the Tamriel region map. If you right click on the grid map you get some options in a menu.
"View world here", lets you view in the render window, the cell of the grid box your mouse is hovering over.
The cell location that your mouse is hovering over on the grid is shown in the lower left of the Region editor.
Example:" Cell: ( -16, 11 ) ".
defining the boundry of a new region is done by left clicking the grid map. A red X will appear when the grid map is selected move the mouse and left click in a few other places( at least 3). Then right click and select done. The X's will now be connected by lines(as long as they don't intersect like an eight). The enclosed red lined area is your new region make sure you check some of the boxes in the tabs to enable the placement of your regions color and thus its settings to the area.
It appears to merge in a slight gradient with the surrounding cells and I am unsure of how to totally overide that at the current time.
If you select the checkbox under the tabs for border region; I believe this is what the other poster was talking about, it most likely will make your cell a part of the default border, presumably. My original post details how to turn off the game border entirely, you can walk into unfinished cells though.
