Frame skipping

Ive searched everywhere,to fix the problem but only thing i can find is fix for lag when game laggs near NPCs...

I have problem that when i walk in every footstep i have a frameskip...

Its really annoying and i just cant find the fix,i tried that .dll file,tried changeing graphic settings...

Maybe its my PC:

Graphics card = NVIDIA Geforce 9800 GT
RAM = 2.5Gb
processor = 2.4 ghz dual core CPU 6600

I really like the fallout but its getting too annoying...

iFPSclamp= in the ini file is what solves it, but it adds it's own issues if you can not maintain the FPS limit you set.

I use iFPSclamp=50 and set my game up so it can maintain 60 FPS 98% of the time with V-sync on. It does drop into the 50's at times but it's ok. It's when it does those high 20's to low 30's drops the whole game world slows right down like they are near a black hole. Rather jarring but it goes down and up pretty quick. I'd rather jarring every so often vs constant skipping.

If you set iFPSclamp= to something to low, your character runs around like they're on crack when the FPS are high.

It takes a lot of tweaking to find the right balance but when you do, damn what a difference!

I just installed fraps to see my fps and its locked at 64 most of the time, with dips into the 50's. Strange number 64 anyway. I'd record a video but it cuts my framerate to the 20-30 range. Might have something that my laptop is locked at 63hz refresh rate.
