You don't need FOSE to activate your mods, just FOMM.
Once your done editing in the GECK, just make sure the mod is Checked in FOMM and it should load up. You don't need to touch data files, FOMM does that for ya.
For objects, select World->Object Palette to pull those up, and also Select View->Object Window if that view is missing.
