Yes it's a mod, and a pretty good one too. The main thing it does is overhauling how the Disciplines work, in addition to adding/tweaking a few quests and items.
In the Camarilla edition your blood drains continuously (x bloodpoints per x minutes, depending on your stamina) but most Disciplines have lower bloodcosts and longer duration. I think about three or four minutes for Fortitude at maximum rank, to give an example. And some Disciplines, like Animalism, are completely changed, apparently to be more in line with the P&P game, though I have little knowledge of that. There's also two new Disciplines, Blood Heal and Blood Buff, which are added for every clan (so you now have five disciplines to spend experience on). Blood heal boosts regeneration (which is seriously nerfed without it, also you don't regenerate health by drinking anymore) and Blood Buff is more potent than it was, but now requires an investment of experience before it becomes useful. I found it very entertaining, though I would not recommend it for a first try.
I think it is also integrated in the Clan Quest mod, which also adds new clan-specific questlines. Haven't tried that one though. Both can be found http://www.patches-scrolls.de/vampire_bloodlines.php.
