Adding Cards to Caravan Deck

I was reading the rules to caravan and it said you could have the same card in your caravan deck if it was from another Deck of cards(ie, topps, lucky 38....) I see all the different cards for sale from merchants and have been collecting them but i can not find a way to add them into my current playing deck. All i can do is use the standard deck that Ringo gave me at the beginning of the game. Does anyone know how to do this? is it a bug in the game like the no betting in caravan was? I really like the concept of the caravan game, it just hasn't lived up to expectation yet.

It's not explicitly stated what to do with the file. Extract it to the Data directory and enable it on startup by clicking on Data Files. Just enable it when you get a bunch of new cards to add, then disable it the next time you restart the game.

Are Bethesda and Obsidian aware of this issue? There's also the issue of the cards jumping ahead when trying to assemble a deck. I can't seem to find a list of known issues here.
