Companion not spawning in mod cell

I suspect I'm missing something obvious, but could someone explain to me why a Companion (effectively an NPC with a basic follow package) I made will appear in game if I place them in Moriarty's Saloon, but won't appear when placed in the area I made for testing?

1. There must be a navmesh in your new cell.
2. If the Companion has an AI Package that tells them to be somewhere else, like at Moriarty's, then they will not be in your test cell.
