A Serious AI Problem

I've been working on building a new worldspace recently, and I've run into a bit of a snag. Every time I place an enemy creature, instead of attacking me it runs away. I've gone through just about every setting I can think of, changed their aggression, their level, their faction, their AI events, etc... but nothing seems to help. And it does this with both existing creatures and the new ones I created.

The worldspace is outside, during the day when I've been testing if that changes anything. They also aren't leveled creature spawners, since the project I'm making this for changes the leveling around a lot. So I haven't set up an encounter zone or anything else you might need to do that, and I wouldn't know how to make one even if I did need it.

I really could use an answer fast, since it's the only major issue with the project I haven't been able to solve yet.

Actors need a navmesh in order to function properly.
