Need help making custom NPC appear

So basically, i'v started work on a boss I want to add. Just a very basic character. It's got what I want it to have. Has some armor and weapons. It's got a single package to do nothing but roam about SpringVale sandboxing with a radius of 250. It's also crazy aggressive and I figure if it was "behind" something and I couldn't see it. Well it would of tore me a new one anyways. I also toggled collision and walked up in the air and looked about. Couldn't find it. I set it's "home" in SpringVale, and I set it's reference point as well via render box once I dragged it in. No dice. It's just not there. I waited a few days in-game. Still not there.

Anyone got help//advice on some stupid thing I probably didn't do or made a mistake on? lol

Absolutely none of this helped lol. All it did was remind me to place the reference markers for my NPC to sandbox with. So it doesn't sandbox in one spot. But i'm still having my issue where the NPC won't show up.
So... anyone got any ideas as to why this probably isn't working? Maybe something simple.

Try removing the 'package' and see if it shows up.
Make sure its not 'initially disabled'.
Use a clean save game file. (one where the mod was never active)
Make sure there is no 'script' on it that might do something to it.

I'v tried new game saves and old game saves. None seem to work regardless.
There is no real "Script" however I will remove the package for now to see if maybe it's causing problems.

If I remove the package, this means I must put the character on a path via markers, right?

EDIT:: Well I just opened my .esp file and... well well. Nothing is there anymore... :/

When you edit an existing mod, you know you need to click the 'set as active plugin' button, right?
