Is there a mod that removes this? It gets particularly annoying when there are so many enemies attacking you and the screen is too blurry. Also, is there one that removes or edits that "ugh" sound you make when you are hit?

Yes there is. Just do a search at Fallout Nexus for No Blur on Hit.
