If you're not using http://www.fallout3nexus.com/downloads/file.php?id=640, you're expending extra effort to install mods.
More importantly, when you go to *remove* a particular mod (especially texture replacers), FOMM will handle all of the dirty work like putting the original texture files back in place.
(I bought Fallout 3 via Steam, then bought the DLCs via Windows Live or GFW. Copied the ESMs over to my Steam directory, then I no longer had to login to LIVE in order to play. But that was in 2009, before the GotY edition came out and before the DLCs were added to Steam.)
