I would like learn how to creat in C++ OBSE plugin for creat new fonction/commands.
I know already C++ but i don't know how use it with oblivion

Can i found a tutorial or someone can learn me?

There are no tutorials for this. As far as I know, the only information is what's available in the obse readme. The source code is included with obse, along with a sample plugin. I believe most people start by reading the readme and then going through the source code and the sample plugin.
