Aye, if you have (or plan to acquire) a computer that can do a modded installation justice, by all means go PC. If you do go PC, I recommend buying PC GOTY on disk rather than one of the download versions. Downloads can be a bit trickier to mod with. In fact at least one downloaded version limits which mods can be used. (It doesn't support the OBSE utility, which a number of mods rely on.) In any case GOTY on disk is all of $20. You can't go wrong at that price. Heck, I bought a second disk copy a month or so ago, both as backup and so I don't have to transfer disk 1 between my two computers. A bit overkill for minor convenience, but again at $20 the expense is negligible.
There is a learning curve to proper mod installation and management. You'll likely be frustrated at first, and curse those who talked you in to it. Just take things nice and easy. It'll come. I'm probably one of the least intelligent people on the face of the earth, yet I mastered it. Well, maybe not mastered, but I rarely run in to mod installation snafus I can't solve given a bit of time, research, and queries posted on our Mods sub-forum.
As has been mentioned, mods offer many benefits. You can correct perceived deficiencies, make the game harder or easier, add mobs, NPCs, companions, mounts, buildings, villages, cities, and even whole provinces, acquire new armor and weapons, add quests and tasks, make Cyrodiil more visually appealing (or less so if you need to play on an otherwise inadequate computer), change game mechanics, make Cyrodiil more immersion, go naughty, add joinable factions, and much more.
Do your research before you buy. Make sure your computer is indeed fully capable of running a heavily modded Oblivion. Be especially careful the graphics subsystem. Many commercial pre-assembled system come with bottom-of-the-barrel graphics cards or even integrated graphics chips on the motherboard. What's more, those same computers often house minimal wattage power-supplies that make adding a high-end graphics card impractical unless the PSU is also replaced. Best thing to do if in doubt is post your specs here and let us take a look at 'em.
