Cure for Vampirism help D:

Okay, so I got the quest and I was ordered to go talk to someone in the Arcane University but, when I got talk to the Polus guy he's just scared of me and won't talk, what do I do? :/

Hi, try using a charm spell/scroll on him first.

Or maybe your too far advanced into vampirism. Trydrinkingsomeones blood to appear more human before you talk to him.
