Turning of respawning in one specific dungeon?

Hi! I have never tried the Construction Set or any other modifing by myself for that sake, and I wanted to ask this question.

Is there any way to turn of respawning of items and enemies in one specific dungeon, thus making the dungeon your safehouse and it's containers safe for storage?
"No respawning"-mods would probably achieve this, but from what I've read that seem to make savegames large and create bugs. That's why I want the effect on just one specific area.
Is this possible to do in the Construction Set? If so, how advanced and hard will it be? Could someone guide me?

1. Non-respawning creatures: Do not place a leveled list creature, and do not place a creature that has the 'Respawn' flag checked.

2. Safe Containers: Only place containers that have the 'Respawn' flag unchecked.

There's also http://www.tesnexus.com/downloads/file.php?id=27951 that will let you basically nuke all the respawning elements from an interior for use as safe board & storage, as you were wanting.

But you should still go through the tuts and learn how to do it yourself, 'cause it's fun. :D
