If I mod the game can I still use my saved game files or do I have to start over?

The majority of mods allow you to continue playing your current character.

If a mod requires you to start a new character, it will state so clearly in the readme.

If it isn't clearly stated anywhere in the read me that you need to create a new character, it is safe to assume that it will work with your existing character.
