I'd like to download the Timeslip FOMM but I can't seem to find the download button on the Nexus site and the Timeslip site wants to charge me!!?? So this isn't a free download?

FOMM is free.

Go http://www.fallout3nexus.com/downloads/file.php?id=640 and click on the tab that says "Files". It's in between "Description" and "Images". Click on the FOMM 0_12_5 file and download it to your hard drive. Once downloaded, go to where you saved it and double-click on it to install it.

I'd recommend watching http://www.fallout3nexus.com/downloads/file.php?id=13111 too.

Where's a good place to put this file or does it matter? Oh, and where do I put the mods when I download them off the web? The file I download is a dot.exe file ... so it just launches. I assumed it would be a zip file or rar file with a read.me file.

You can download it to wherever you want. You could make a folder like C\Downloads\Mods and put it in there. FOMM is supposed to be an .exe file. The vast majority of mods are zip files but utilities sometimes come in .exe form. When you launch the .exe for FOMM it will find your Fallout 3 folder and install itself in the correct place. Then you just click the shortcut placed on your desktop to launch FOMM and then launch the game from there.

What about the DLC download from the WindowsLive site? If FOMM launches then game with the DLC's still work?

Oh, and the instructions for the FOMM say to move or re-install Fallout 3 out of the program file (x86) folder. If I do that will the DLC's from WindowLive find where the new location is?

Yes.

Yes. The DLC are saved to location dependent on your account, not where you installed Fallout 3.
