If dragons were cliff racers, no one would care,

that would be a nightmare. no way its happening like that.

We know that upon defeating a dragon you somehow get it's soul and thus can use a new shout connected with that soul. So if you defeat a fire shouting dragon you now get access to the shout connected with fire.

Please supply a link to where that was said.

It's insinuated on the last page of the GI article. But I'd like to point out that the precise words to describe the ability-getting is "glow of power," and that the mention of the word soul is in regard to eliminating dragons to get closer to Alduin.
So it's really more a matter of interpretation at this point. Though there's obviously a transferral of sorts from Dragon to player, and soul would make sense for that (somewhat).

I had hoped to not have many dragons.
...and each would be very difficult to defeat, having my ass handed to me most of the time.

Me too. Hopefully it will require some sort of assistance to defeat one, rather than just marching up to it and using ninja skills to stab it in the eye.

There is not a *set* number of Dragons. There are 20 dragon shouts comprised of three words each. Leading to 60 words. You learn these words in various ways including ancient texts written deep in dungeons. They have said many times that dragons are not scripted. As in they fly into battle at unexpected times and are a constant threat.

From the Draogon Shout GI hubdate:
In the game, players will guide their hero to learn ever more powerful dragon shouts, and then use these arcane powers to supplement other combat and magic skills. Upon defeating a dragon, Skyrim’s hero absorbs the soul of the fallen creature, which fuels his ability to learn a new shout. Later, players can search out long lost walls covered in dragon script. Upon these walls, individual runes stand out to the hero because he or she is dragonborn. “There are these words of power, and if you learn how to say them right, they have a powerful effect,” Howard says.

Killing dragons fuels your ability to learn new shouts. It's the equivalent of "leveling up" your Dragon Shout skill. Then you learn the shouts themselves, words of power, by finding the ancient runes.
