CTD When loading certain areas

I seem to be having a problem when loading certain interior and exterior cells. Specifically the Chestnut Handy Stables, Mack-Na's Books in Cheydinhal, and Hammer and Tongs in Skingrad. I've tried everything from changing settings to disabling mods. When loading, it crashes when about 10% of the loading bar is full. I'm out of ideas, does anyone have any?

EDIT: Forgot to try one thing, I created a brand new character with no mods loaded and I still CTD when loading those areas. Perhaps I have some corruption with the datafiles? I'd rather not have to reinstall Oblivion, but it looks like I may have no choice.

My load order, for reference: (I usually use more mods than this, but I disabled some of them while trying to figure out this problem)

Natural Weather was discovered to be incredibly buggy. Start by deactivating it, then make a new save and remove the mod all together. The best encompassing weather mod right now is http://www.tesnexus.com/downloads/file.php?id=18305. Also, Supreme Magicka requires OBSE. Are you sure you have the latest version?

I'll try that

As far as OBSE goes, as a modder I really can't live without it so I check every couple of weeks to make sure that I have the latest (which I do.)

Well, I did everything suggested. I completely removed Natural Weather and waited around for a cell reset. Still does the same thing.

Location data is often stored in your save file, so your best bet at getting around this is rolling back to a save before you "discovered" the location.
