The hat doesn't remove the hair like they normally do.
If I were to guess I'd say it's intentional, to show off pony-tails for example, but obviously not every hairstyle works with it.

change the hat biped slot to use the hair slot or whatever it is. that will swap in the "hat" version of the hair mesh.
