In order of favor: Shivering Isles, Bloodmoon, Tribunal, Knights of the Nine.
I'm not sure why Knights never struck the same resonance with me that the other three did, really. Sure, it was the shortest of the four, but that aside it was pretty cool: Enchanted armor and weapons that level with you (And adjust for your favored armor skill), those neat Aurorans -by far one of the coolest looking baddies I've fought- and the neat look into what it's like to quest for the Divines made up for the length of play. It just.. lacked something. Not sure what.
Anyhow, SI wins it for me simply for the aesthetics of the realm, nevermind the story, new items and hilarious inhabitants. But everything together made it feel like a whole new game rather than just an addon, yet it remained similar enough to Oblivion to work smoothly. Bloodmoon and Tribunal really tie in my mind: BM for the interesting look at the Nordic culture, the icy landscape and the new items and enemies. Tribunal felt much more.. linear, but the dungeon crawling pulled several tricks on me I didn't expect (namely the Black Dart Gang), the giant Dwemer ruin was fun to wander in (and attempt to make a home in amidst the respawning enemies), and the new architecture, after spending so long on Vvardenfell, was a refreshing change.
Seeing how all the 'real' expansion packs for TES were each pretty awesome, I find myself kinda wishing they'd taken the same approach to Fallout 3. But ah well.
