Easier way to unlevel a mod?

I would like to take a mod and completely unlevel it. I like how this particular mod is with regards to what spawns at end game, and my intention is to make the game calculate spawns without regard to the character's level entirely. Other than manually going through each record and making updates myself, is there a more "automated" way of changing the value that determines what level the creature and item are at? Some kind of "find and replace" type feature that can update the source file for each record to set them all to "1"?

I am using Francesco's, and I like how it is balanced at end-game, but I want that full set of creatures to exist from level 1 on (I don't care how hard that may seem to make the game, doesn't bother me). Basically, I want to make a custom modification of this existing mod to use everything it has, but make it 100% unleveled.

The other option I thought of, but don't know if it is possible, would be to make a mod to "trick" the game engine into thinking that the PCs level is a different level than it really is, and set that value to a static number, like say 25, so that content for a level 25 PC always appears no matter what level you actually are. Is this possible either?

Please note, I am not attempting in any way to re-release this modification so it shouldn't be an issue from a permissions standpoint, this would be for my personal use only and anything that would go wrong with my game would be my own fault as well.
