3DS Max head animation problem

When I make animation and export it from 3DS Max, everything works in Oblivion except head movement.
In game head turns very little or at all. This problem occurs even I set the bone priority to 100.
Strangely enough when I set animation as idle, head movement works correctly with inventory's player character but not otherwise.
Does anyone know how to fix this?
