Human Head with Orc Teeth

I recently set out to make a mod that I had been wanting for a long time, an Orc who has a human head but the same mouth/teeth, ears, and eyes as the vanilla Orc. I've seen mods that just turn Orcs into green elves and I always thought they were missing the large fangs that defined the Orcish appearance. This is my first real attempt an actual mod and not just a very, very minor tweak, so I was just kind of winging it. I think I got pretty far considering my ignorance, but I'm stumped now.

(That's not my own texture, just for the record, I'm using http://planetelderscrolls.gamespy.com/View.php?view=OblivionMods.Detail&id=3773)

As you can see, the human-lips do not cover up the Orcish teeth, so they just kind of hang there, suspended about an inch in front of the mouth. I've tried morphing the mouth outward but it just moves the teeth out along with it. Do I have to make a custom head mesh in order to fix this? If so, what can I use to do that? I have FaceGen Modeller 3.4 but can't seem to figure out how to get it to make a recognizable mesh for the Construction Set.
