Making a Script Run

The titles says it all. Basically I want a script to do something to any and everyone whenever he is under a certain base magic effect (like for example fire damage FIDG).

I am basically trying to create a new base spell effect using Oblivion Magic Extender so that it can be used in ingame spellmaking and enchanting ... the actual effect of the spell is different from anything in vanilla so I need a magic script for that ... but I want that script to be attached to every spell that uses the new base effect ... such as new ones from spellmaking at an Altar.
