I was browsing the Encyclopedia Dramatica today and came across this picture. it is an older PC game (Sometime in the 90s I played it a lot in middle school). I can't remember what it is though. I have been searching for... well years. Help me please.

What a coincidence, I just mentioned this game in the 'Games from your youth' thread. I loved it. :D

They have a game on Steam call The Crazy Machine which is like TIM, too much DLC though rather than real expansion but even so. I am thinking of getting it when I get some spare cash.

NOOO! Not compatible with Windows 64 bit...

You can pick up a pack containing TIM, TIM2, and TIM3 from http://www.gog.com/en/gamecard/the_incredible_machine_mega_pack; they install pre-configured with DOSBox so should all work just fine on XP, Vista, or Win7 (32 or 64 bit) without requiring any additional tweaking.
