can't kill molerats with repellant stick

this is the first time i've ever run into this problem, but i can't kill the mole rats for moira with the repellent. I've done it before, however i just redid my FO3 mods and now i can't get the kills to register with a new character. I've tried overriding the stick with a simple patch and even deleting the quest from FWE, however neither of these two moves did anything. here's my load order in case someone can figure this out.

As far as I know, none of those mods should effect the repellant stick so that it shouldn't work. I assume though you aren't killing the mole-rats in one hit because, as you probably know, it takes two hits for the reppelant to work.

As the Vault startes:
The repellent effect will not register if you incidentally occur instant kills of the mole rat, such as through the sneak attacks afforded by the Chinese Stealth Armor or Stealth Boy. You will not get credit toward the completion of the quest unless the repellent has the chance to work on each mole rat before they expire. So, when using this weapon to complete the Wasteland Survival Guide quest, do not use sneak attacks to kill the mole rats.
