okay guys heres the thing i cant mod fallout 3 even though i have a pc heres what i tried so far

1. copy and pasting mods into regular falllout 3 mod folder

2.making a data folder then placing mods in there

3.looking for fallout 3 data folder only to find .ini fallout file

ive ran out of options people i need some series help here i really wanna mod my fallout

It sounds to me like you're looking in the wrong place. For one thing you wouldn't need to create a Data folder, the game itself requires one so it will already be there. If all you're finding is an ini file, you're probably looking in the Documents folder where the saved games are kept. The Data folder is in the main Fallout installation folder.
