The simplest thing is to just pick one of the pre-set Classes - Thief, Agent, Acrobat and Nightblade are all good thiefly types.
If you want a custom Thief type character then here's a checklist for the kinds of skills you'll need:
- Stealth skills. This means either Sneak or Illusion, or both.
- Skills to open locks and deal with traps. Security does both. You can also use Alteration (Open spell) on locks and Mysticism (Telekinesis spell) on traps.
- An armor skill. Light Armor or Unarmored help keep the weight of your gear light so you can move faster.
- A way to damage your enemies. It's a good idea to have a melee weapon skill and some kind of ranged attack skill (Marksman, Destruction)
- Skills that help with movement aren't vital but they are very useful. Athletics makes you faster. Acrobatics is good for jumping on obstacles and terrain where enemies can't catch you. Alteration has lots of spells that help with movement (Jump, Slowfall, Levitate, Water-walking, Water-breathing) and Restoration has Fortify Speed.
For Birthsigns consider the Lover, the Shadow, the Steed, the Warrior or the Thief. If you are thief type who uses magic a lot then you might want to use the Mage, the Atronach or the Apprentice. (The Apprentice is nowhere near as bad as it looks. Weakness to Magicka doesn't affect damage from Elemental magic like Fire, Frost, Poison, etc and there are only a few spells that hit with pure Magicka damage, so it's much less of a penalty than it looks. I use it a lot and do just fine.)
