Creating level capped NPCs and Creatures

Since I've been unable to find a static npc/creature mod that effects SI I figured I would attempt to create my own. I've read the CS Wiki about leveled list and such but it's all basically a foreign language to me. So here are my questions.

1. ILevCreaLevelDifferenceMax is default of 8. What value would this need to be to create a completely random selection? One that would cause the game to select anything from a Rat to a Xlyvian (sp). Basically, what TIE does to the spawn system.
2. What do I need to change to create level caps for the creatures? Do I need to edit the level list or edit the creature directly?
3. When looking at the NPC list some NPCs just have Offset/Calc Min/Calc Max while others have a Level option.
4. What does PC Offset mean?
5. What does Calculate from all levels <=PC's Level

I apologize if these are ungodly noob questions, however it's getting frustrating for me to wrap my brain around all of this. Any help would be greatly appreciated.
