k so i downloaded fomm

and everytime i double click it to open it

You're trying to install it into your Program Files folder. You either need to run it as an administrator, turn off UAC, or install Fallout in a folder outside of Program Files. The last one is your best option since you're probably going to run into problems installing mods where it is now. Put it somewhere else on your C:/ drive, something like C:/Games/Bethesda Softworks/Fallout 3.
