All the meshes and textures are already in New Vegas.
However, game company licensing laws seem to be second only to movie studio licensing laws in complexity. In some cases it seems that licenses are extremely restrictive, pretty much exclusive really.....so if the contract doesn't specify they can use the IP in another game, they can't.
And Zenimax Media has multiple layers of companies which are separate financial entities, so contracts between them are required.
Not to mention the potential involvement of the owners of Gamebryo, Havok, Speedtree, the dialog/facial animation program and all the others that are integrated in Fallout.
Really, the rules binding Bethesda are probably more strict than the laws binding modders, which is why they can't support mods that break those rules in any way. It's not stinginess...the legal costs of doing what you want would likely be prohibitive.
