Region lock for PC version?

Hey guys!

some of you should be familiar of me now!
And I hardly make any threads so here is one.

I know consoles have region lock for games. But do PC have them too? I've researched and a couple of forums says the same thing
somewhere along these line "As Jojoinnit said, no region coding (or even idea of) for PC games"

but Wikipedia differs "Amongst personal computer games, regional lockout is more difficult to enforce because both the game application and the operating system can be easily modified." and enforces the idea that region lock is possible by saying "One of the examples of this is the Windows version of The Orange Box, which uses Steam content delivery service to enforce the regional lockout."

Ok so I have done my research on this because I am thinking of Pre-ordering from Amazon.
But the OP from this http://www.gamesas.com/index.php?/topic/1183319-where-should-i-preorder/ asked me a good question.
"the one on amazon is the american version is it not? "

So forum, can PC's from AU/EU play US Game-DVDs?

Steam has "region lock", so in Germany I can't buy all games (Max Payne Weekend Deal, no soup for me) or activate some games I import from the UK.

But there is no actual region lock for PC as in the console-world, because the PC is - simply put - a much more versatile system. It doesn't suffer from NTSC & PAL issues, it doesn't have language restrictions. All the software can easily be updated, expanded, improved. If your PC can't handle a Japanese game, simply get all the Japanese files you are missing. Can't do that with consoles as easily.
