Dragons will most likely be a scripted event (partially scaled to level, of course) for the main quest, and both random and scripted events for the open world. As dragons are supposed to be very powerful, I do not believe that they will exactly be the main creatures we fight. It was confirmed we will see a lot of them, but that doesn't mean that we'll be fighting them all the time. That would get very boring very fast, and really diminish the idea that a dragon is supposed to be a scary foe.

Like I said, we'll most likely see politics of the civil war (why bother mentioning it if it doesn't play a role in the main quest?) fill in the cracks in between. The whole main quest can't simply be "fightin' dragons". We're definitely going to see some espionage, politics, backstabbing, and the like.

Only said "most" once, Switch, and in context it was as an opinion. I said "I seriously doubt most of them will have that limitation." You also seem to have a different idea of what I meant by "scripted". We'll just have to agree to disagree, because neither of us can really prove our point.

Back on topic, I agree. hokerr cult, (but probably not very important), a civil war going on, factions like the Mages' and Fighters' Guild conflicting, and other side quests that really can't be predicting.

Seriously though just have his minions be more dragons...or dremora who have had the "breadth of the dragon" blown on them and have mutated and now you also have civil war in oblivion idk...
