Are there any mods that replace casual wear (not armor) worn by generic characters that live in places like Rivet City or Tenpenny Tower? Most of the cloths are so dull, particularly the ladies dresses, no color or style at all.

http://fallout3nexus.com/downloads/file.php?id=4003 gives many settlers as well as Raiders new clothing, field jackets and dusters and the npcs change clothing every three days. Some of the designs aren't lore-friendly if you're a stickler for that.
