Will it be included in the first shipments?

Splash has stated that they will not release pre-order content later as DLC.

And I don't think it will be included in the first shipments, especially since they are retailer bonuses.

Already stated the only way to get the bonus Pre order stuff is to pre order from certain stores.

Yep they might release later, but they have said they won't. Also the wpn / attachment unlocks wont be worth as much later on since there are unlockable equivalents. (Unless youre set on a certain skin)

They haven't directly said they WON'T release the pre-order bonuses.

They've either said they have "no plans" to do so, or that "the only way to get the bonuses is to pre-order" - not "we're not going to release them later"

There's no certainty that they WILL be released, just making sure you're aware that most exclusive DLC gets released later on these days, and they've managed to make sure every suggestion of exclusivity has left them with an opening to do so here as well.

They're not directly saying "We will never release the exclusives as DLC" - everything is specifically present-tense, and can be turned around if they choose to do so.

Well, Bethesda didn't end up releasing the merc pack form FONV (thats was preorder/day 1 extra stuff) so they have a record of not releasing preorder stuff.

Well I hope there's an equivalent green scope thing in the game lol

It probably won't be a thermal vision/night vision scope like the Brink Wiki says it is. The game would be far too unbalanced if it were only available to those who preordered the Spec Ops Pack.
