Mods on either Planet Elder Scrolls or TesNexus are free. You have to register as a user to download anything over "trivial" size, but you don't need to be a paying member (you might have to scroll down the page to find the free options - they don't always make it easy because they'd LIKE you to be a paying member).
As for your choice of game, "Both" was the right option.
MW is what I would term the far "deeper" and "far larger" feeling game (even though OB covers slightly more area), with a relatively primitive combat system and a high risk of failure at task until your skills improve; success is almost totally dependent on the skills of your character. Oblivion is a more "action oriented" game, with more polished combat and NO possibility of failure at tasks, but no ability to even attempt anything that's even one point above your current skill level; it's far more dependent on your dexterity and motor skills as a player, to the point where certain character skills are just about meaningless except to trigger "perks". If you're into faster-paced hack and slash action, then you might consider skipping MW and just jump straight to OB; if you enjoy exploration, a sense of achievement as you affect the world around you (where not everything resets after 3 days), and a sense of your character becoming more powerful relative to the world around him/her, then you may find yourself far too immersed in MW to even try OB for several months or years. Each has its great points, and each has some severe weaknesses; it's just a matter of deciding which "style" of gameplay you prefer.
