How to add an NPC to a cell?

This seems like it should be simple, but I can't figure it out for the life of me.

In http://i54.tinypic.com/vxnhh1.png picture we can clearly see that there is a female NPC standing in Battlehorn Castle. I save the esp, make sure it's enabled in the Data Files and all that good stuff, load up the game, and...http://i54.tinypic.com/deaank.jpg

I don't get it. She doesn't have a schedule or anything, so she should be standing right there doing nothing for all hours of the day.

1. Make sure all AI packages are 'really' removed from 'that' NPC.
2. Make sure you have path grids in that location.
3. Make sure the NPC is not 'initially disabled'.
4. Make sure you are using a clean save game. That being a game save that has 'never' had your mod enabled when it was saved. Otherwise you are playing with a dirty save game which can cause all kinds of problems with your testing.

Wow, silly mistake on my part. I realized I was trying to make two separate esp files interact with each other.

Thanks though, I'm sure that 'clean save' advice will be helpful for my future endeavors. ;)
