CS set help

Hey,

I need some help with my first mod ive made. ok heres how it goes

i created a house for my PC using the weynon priory as a base item for my house i had placed it just outside of Weye and also named the exterior it was in, i created a new game and used the console to teleport to weye

on arrival to weye i turned left to expect to see my house and it was not present. i have the .esp file loaded aswell as the oblivion master file loaded when i opened the game. ive played around a bit and created another seperate tester mod
so that i could see if moving some objects already in place would change and sadly it did not.

What am i doing wrong?

I'm assuming you're using the latest version of the CS (1.2). Make sure your game is also patched to 1.2. Patches can be downloaded http://www.elderscrolls.com/downloads/updates_patches.htm.
